Dr. Johanna Lacoe speaks at the first session in the Medi-Cal Innovation Series, hosted by the Agile Government Initiative’s Counties R.I.S.E. program, which highlights how county governments can improve outcomes by integrating data across health and human service (HHS) systems. Dr. Lacoe explained how the California Policy Lab uses integrated administrative data across health, housing, and justice systems to help counties better identify high-need populations and improve Medi-Cal delivery and care coordination. She shared insights from recent research on high utilizers of county services in Sonoma County and explored how smarter data integration can help local governments identify at-risk populations, reduce duplication, and better target interventions, while protecting privacy and ensuring resource efficiency.
