Jennifer Hogg is a Senior Research Manager at the California Policy Lab where she manages CPL’s higher education portfolio.
Jennifer’s career has centered on removing barriers to high-quality education. She started as an 8th grade math teacher, following in her parents’ footsteps as public school educators, and later moved into education policy and research. While in graduate school, Jennifer helped shed light on disparities in enrollment in income-driven loan repayment programs while working at the U.S. Office of Management and Budget. More recently, Jennifer led program evaluations of K-12 education initiatives at Social Policy Research Associates. Part of her portfolio included evaluating high-touch technical assistance for school district leaders to help their systems recover from the fallout of COVID-19. At CPL, Jennifer’s work focuses on partnering with government agencies to identify policy opportunities that promote college student wellbeing and academic success.
Jennifer holds an MPP from the UC Berkeley Goldman School of Public Policy and a BA from the University of Michigan. She is passionate about gun control reform and is a member of Moms Demand Action. When she’s not at her desk, Jennifer’s favorite things to do are to run around Oakland’s Lake Merritt, play pickleball, and read with her daughter.
