Steven Ryan is a researcher on the California Policy Lab’s labor team, where he works with government partners to use administrative data and rigorous evaluation methods to improve workforce development and unemployment insurance programs. Steven is interested in how public programs affect people’s employment, earnings, and economic security over time.

Steven was drawn to policy research by a desire to see evidence shape government decisions. Over the course of his career, he has worked both inside government and at organizations that bring researchers and policymakers together. Before joining CPL, he was a senior research analyst with Ontario’s Ministry of Children, Community and Social Services, where he helped design and evaluate employment services and social assistance initiatives. He also worked at J-PAL North America, supporting partnerships between academics and policymakers seeking to evaluate and improve social policies.

Steven holds a bachelor’s degree in Public Affairs and Policy Management from Carleton University and a Master’s and PhD in economics from the University of Toronto.

Outside of work, Steven enjoys spending time with his family, cooking, and skiing.
