Black people make up 9% of the population of LA County, but more than one-third of its population experiencing homelessness—an overrepresentation that is consistent demographically across other jurisdictions in the United States.
Background
In 2019 the California Policy Lab provided pro bono statistical analysis of homeless services to support the Ad Hoc Committee on Black People Experience Homelessness. Among other findings, CPL reported that Black people served by Permanent Supportive Housing were more likely to return to homelessness than all other groups.
